Third Parties

Third-party organizations that operate programs for minors on Cornell University property are required to comply with University Policy 8.8, Protection of Minors and Abuse Reporting and all applicable University requirements.

To help ensure the safety and well-being of youth participants, external program providers must complete the requirements outlined below before their program begins.

Before Your Program Begins:

Review University Policy 8.8	Read and understand University Policy 8.8: The Protection of Minors and Abuse Reporting.
Obtain a Cornell Sponsor and Register Your Program	All external youth programs must: Obtain a Cornell University sponsor. Register with Children and Youth Safety (CYS) at least 30 days before the program start date.
Submit Program Information	At least three weeks before the program start date, submit: A detailed curriculum. A schedule of activities. A description of all planned activities involving minors
Execute a Cornell Agreement	Programs must have a fully executed agreement with Cornell University that includes compliance with University Policy 8.8 as a material term of the contract The executed agreement must be uploaded to the program registration at least 10 days before the program start date.

Additional Program Requirements

External Program Providers must:

Maintain Required Insurance Coverage	Maintain insurance without interruption, including sexual abuse and molestation coverage, in accordance with Cornell University's insurance requirements. Cornell University must be named as an additional insured. A Certificate of Insurance (COI) must be uploaded at least 10 days before the program start date.
Collect Required Permission Forms	Collect Cornell University's approved parental permission forms for all participants. These forms will be provided by CYS and must be uploaded at least 10 days before the program start date.
Obtain Required Health Department Permits	When applicable, programs must obtain all required permits from the local Department of Health. Any required permits and inspection reports must be uploaded to the program registration record.
Program Director Attestation	The program director must certify through the registration system that: All authorized persons (program staff) have successfully completed the required background check. All authorized persons have received youth protection training, including the recognition, prevention, response to, and reporting of abuse. All authorized persons have been provided: University Policy 8.8 Cornell University's Standards of Behavior for Working with Youth Cornell University's abuse reporting requirements. Cornell University's minimum supervision requirements will be met.
Training Resources	External program providers may request access to Cornell University's online youth protection training materials. If you need assistance meeting any requirement, please contact CYS at youthprotection@cornell.edu for guidance.
Reporting Obligations	External program providers are responsible for complying with all applicable reporting requirements, including: New York State reporting requirements. The Clery Act. University Policy 8.8. University Policy 6.4. Any other applicable federal, state, or local laws and regulations. Reports involving abuse, misconduct, safety concerns, or other incidents involving minors must be submitted in accordance with these requirements.
