Staffing and Coverage Planning
Effective staffing planning begins before registration opens. Program directors should assess anticipated enrollment, participant ages, program activities, schedules, facilities, transportation needs, and other operational considerations to determine the number of authorized individuals needed to safely operate the program.
When planning staffing levels, consider:
- Expected enrollment and participant age groups
- Program schedules and hours of operation
- Transportation and off-site activities
- Facility layouts and coverage needs
- Specialized or higher-risk activities
- Staff breaks, meals, and shift changes
- Emergency response needs
- Coverage for absences and unexpected staffing changes
Required supervision ratios establish the minimum number of authorized individuals needed during program activities. Program directors should plan staffing levels beyond minimum requirements to ensure continuous coverage across all program operations.
Programs should identify trained backup personnel in advance and establish plans for maintaining adequate coverage when staffing levels change unexpectedly.
