Before You Begin: Activities that are NOT Youth Programs Under Policy 8.8:

The following activities are generally excluded:

  • Events that are open to the public that are not designed primarily for youth (minors may attend but they are not the intended audience)
  • Private events where minors attend under the supervision of a parent/guardian
  • Official Cornell admissions-related activities (i.e., campus tours, open houses, information sessions)
  • Prospective student athlete recruitment visits
  • Employment of minors by Cornell University 
  • Research involving minors conducted under an approved IRB protocol
  • Matriculated students under the age of 18
  • Licensed childcare centers operating on Cornell premises

If your activity falls entirely within one of the categories above, it is not subject to University Policy 8.8. If your activity includes any programming beyond these contexts, continue to Step 1 - Activity Assessment.
